FY26 HPS Substitute Handbook
FY26 Sub Rates (updated 9.9.2025)
Compensation Rates 2025-2026 for Substitute Teachers and Educational Support:
Haverhill Public Schools Retired Teachers (MA DESE Certified): $175.00 per day
MA DESE Certified Teacher: $154.00 per day
Non-certified Teacher with a Bachelor’s Degree: $140.00 per day
Non-certified Teachers, to include those individuals with a minimum of an Associates Degree or who have completed 2 years of college (60 credits), will receive $126.00 per day.
*Long Term Substitutes (with an appointment letter from HR) in the same position, on the 31st day, will receive $50.00 more from the current substitute rate above.
*A Long Term educator who is employed on a temporary basis for more than 90 days consecutive school days in the same role must either be licensed for the role or be working under a hardship waiver.
Educational Support Personnel Substitutes:$15.00 per hour
